1. Under West Virginia Constitution art. VIII, § 3, which provides that "The court shall have power to promulgate rules . . . for all of the courts of the State relating to . . . practice and procedure, which shall have the force and effect of law," and under West Virginia Constitution art. V, § 1, which provides that "The legislative, executive and judicial departments shall be separate and distinct, so that neither shall exercise the powers properly belonging to either of the others," the Supreme Court of Appeals is vested with the exclusive authority to regulate and control the practice of law in this State.
